The NOC (No Objection Certificate) is a letter from Nepal’s Ministry of Education, Science and Technology stating that it has no objection to your studying a named course abroad. You apply online at noc.moest.gov.np with your offer letter, academic certificates, citizenship and passport, pay the fee, and download the certificate once it is verified — usually within a few working days.

A student from Nepal needs the NOC for one practical reason above all: without it, a bank will not send your tuition fee abroad or issue foreign exchange for your studies. It is one of the last documents in the process and one of the quickest to get — provided the papers you upload are complete and say the same thing.

What the NOC is, and when you need it

The No Objection Certificate is issued by the Ministry of Education, Science and Technology for a specific student, course, institution and country. Banks ask for it before they transfer tuition fees or provide foreign currency for study, and you may be asked for it again at later stages.

Apply once you have your offer letter. A NOC is tied to the course and institution named on it, so if you change university or country you need a new one.

Documents required for NOC in Nepal

Scan each document clearly and in full. If a file is too large to upload, the photo resizer reduces an image to a set size and JPG to PDF joins pages into one file — both on your own device, nothing uploaded to us.

  • Offer letter from the university or college — the I-20 for the USA, CAS for the UK, CoE or offer for Australia, or the admission letter for other countries.
  • Academic certificates and transcripts of your latest completed level, and the levels before it as the form asks.
  • Citizenship certificate.
  • Passport.
  • A passport-size photograph.
  • Council registration for those in regulated professions such as medicine, nursing and engineering, where it is asked for.
  • Language-course or scholarship letters where they apply to your case.

How to apply for NOC online

  1. 1Go to the Ministry’s NOC system at noc.moest.gov.np and create an account with your email and mobile number.
  2. 2Fill in your personal details exactly as in your passport and citizenship.
  3. 3Enter your academic history and the details of the course: country, institution, level, programme, start date and tuition fee.
  4. 4Upload the documents listed above.
  5. 5Pay the fee online through the payment options offered.
  6. 6Submit, and check your account for the status. If something is missing or unclear the system will say so — correct it and resubmit.
  7. 7Download and print the certificate once it is approved.

Fee and processing time

The fee has been Rs 2,000 for all levels of study and is paid online. Processing commonly takes one to five working days when the documents are in order. Fees and procedures are set by the Ministry and can change — the amount shown in the system when you pay is the one that applies.

Where the NOC fits in the whole process

The order of the middle steps differs by country and university. Follow your offer letter’s instructions.

The other papers a student visa file needs

Common problems

  • An unclear or cropped scan — re-scan the whole page.
  • An offer letter without the course details the form needs — ask the university for a complete one.
  • A changed university — apply for a new NOC; the old one does not transfer.
  • An equivalence question for a foreign or unusual qualification — sort it out with the relevant board first.
