A 125cc bike or scooter pays Rs 3,000 a year in Bagmati in 2083/84, plus a Rs 300 bluebook renewal fee; a 1,500cc car pays Rs 25,000 plus Rs 500. Each province sets its own rates in its Finance Act 2083, so the same bike pays Rs 3,100 in Koshi and Rs 2,700 in Karnali. Paying late adds a fine.

Bagmati: deadline, fine and how to pay

Deadline
Within three months after the date in your bluebook.
Late fine
5% for the first 30 days, 10% for the next 45, 20% to the end of the fiscal year, then 32% for each fiscal year after (as the province's vehicle act is read by others; confirm at the office).
Paying ahead
No discount for paying several years at once is in the Finance Act 2083.
Where to pay
Bagmati's Finance Act 2083 says a payment made through the transport ministry's online system that shows in the vehicle registration system (VRS), with a receipt in the owner's name, needs no renewal stamp in the bluebook (Schedule 2, item 14). Bagmati's system has been linked to the Nagarik App's Vehicle Tax service since 2021.

From Bagmati Province Finance Act 2083, gazetted 2026-07-15. Not legal or tax advice: the transport office's system makes the final calculation.

Choose the province your bluebook is registered in, the kind of vehicle and its engine cc (for an electric vehicle, its motor power; in Madhesh, its price), and say whether you are paying late. The calculator finds the band in that province's Finance Act 2083, adds the bluebook renewal fee, and works out the late fine by the province's own rule, the late-renewal charge and any relief the province has opened this year. Third-party insurance is shown beside it as an estimate. Rates read from all seven acts on 5 November 2026. This is a guide, not legal or tax advice: the transport office's system makes the final calculation, so confirm there or on your province's portal before you pay.

How the calculator works out vehicle tax

Vehicle tax (सवारी साधन कर) is a provincial tax: each of the seven provinces sets it every year in Schedule 2 of its own Finance Act, by engine cc for petrol and diesel vehicles and by motor power for electric ones. It depends on three things only: the province where the vehicle is registered, the kind of vehicle, and its size. The same 150cc bike pays Rs 4,300 in Karnali and Rs 5,100 in Koshi.

You pay it once a year, when the bluebook (the vehicle's registration certificate) is renewed, together with a renewal fee of Rs 200 to Rs 300 for a two-wheeler and Rs 400 to Rs 500 for a car. Pay after your province's deadline and a fine, a share of the tax, is added, and renewing the bluebook late adds 100% of the renewal fee for each fiscal year it is late, up to 500%. A year you are behind is counted at the 2083/84 rate; an office may charge an old year at that year's own rate.

"Road tax" and vehicle tax are the same thing in Nepal. It is not income tax, and it is separate from the customs and excise paid when a vehicle is imported.

Bike tax in Nepal 2083/84 according to cc

Motorcycles and scooters pay the same tax; there is no separate scooter rate. A 110cc or 125cc bike or scooter is in the lowest band in every province: Rs 2,700 in Karnali, Rs 3,100 in Koshi, and Rs 3,000 everywhere else. Use the cc printed in your bluebook: a band "up to 125cc" includes exactly 125cc. The bands differ by province, especially above 150cc:

  • Koshi (कोशी प्रदेश): up to 125cc Rs 3,100; 126–150cc Rs 5,100; 151–200cc Rs 6,500; 201–250cc Rs 8,000; 251–400cc Rs 11,000; above 400cc Rs 20,000.

EV tax in Nepal 2083/84: electric scooters and cars

Electric vehicles pay by motor power, in watts for two-wheelers and kW for cars, except in Madhesh, which taxes them by price from 2083/84: the VAT-bill price with VAT, or for an import the customs value plus all duties. Lumbini charges nothing for an e-scooter up to 500 W and takes 20% off every private EV's tax; Karnali has one table for every electric vehicle. A 1,200 W e-scooter pays Rs 2,500 in Bagmati; in Madhesh one priced at Rs 3 lakh pays Rs 3,000.

The federal budget's change to EV import duty, from motor power to price, is about the price you pay when you buy the vehicle, not this yearly tax.

The fine for paying vehicle tax late

Every province gives you until a deadline counted from the renewal date in your bluebook, then adds a fine, a share of the tax, that grows the later you pay. The rules for Koshi, Karnali and Sudurpashchim were read for this page in their own acts. For Madhesh, Bagmati and Lumbini the fine is in the province's vehicle act, which we could not find online, and the copy of Gandaki's act we found (consolidated to 2077) does not settle its fine after the first year; for those, the figures are the acts as others have read them, so confirm them at the office.

Example: a 150cc bike in Sudurpashchim paid 40 days after the deadline pays Rs 5,000 tax, a 10% fine of Rs 500, the Rs 300 renewal fee and Rs 300 for renewing late: Rs 6,100. In Karnali the same bike 30 days after its 90 days' grace pays Rs 5,560, with a 20% fine.

  • Koshi: Within 90 days after the renewal date in your bluebook; if those 90 days run past Asar end, by Asar end. 10% of the tax within the same fiscal year; 20% once a new fiscal year has begun.
  • Madhesh: Within the bluebook's renewal period: three months after the date in your bluebook. 5% for the first 30 days, 10% for the next 45, 20% to the end of the fiscal year, then 30% for each fiscal year after (as the province's vehicle act is read by others; confirm at the office).
  • Bagmati: Within three months after the date in your bluebook. 5% for the first 30 days, 10% for the next 45, 20% to the end of the fiscal year, then 32% for each fiscal year after (as the province's vehicle act is read by others; confirm at the office).
  • Gandaki: Within 90 days after the renewal date in your bluebook. 5% for the first 30 days, 10% for the next 45, 20% to the end of the fiscal year; after that 40%, 60%, 80% and 100% (the later years as the province's vehicle act is read by others; confirm at the office).
  • Lumbini: Within 90 days after the renewal date in your bluebook, or by Asar end, whichever comes first. 20% to the end of the fiscal year, then 40%, 60%, 80%, 100% and 120% for each year after (as the province's transport act is read by others; confirm at the office). Half of it is waived if you pay by Chaitra end 2083.
  • Karnali: No fine for 90 days after the renewal date in your bluebook or Chaitra end, whichever comes first. After the 90 days' grace, 20% within the same fiscal year; 30% once that fiscal year has ended.
  • Sudurpashchim: By Chaitra end, or by the bluebook's renewal deadline (three months after the date in it), whichever comes first. 5% for the first 30 days, 10% for the next 45, 20% to the end of the fiscal year, then 30% for each fiscal year after, for up to five years.

How to renew a bluebook in Nepal

The renewal fee is Rs 200 for a bike in Koshi and Karnali and Rs 300 elsewhere; Rs 400 for a car in Koshi, Madhesh and Lumbini and Rs 500 elsewhere. A 150cc bike renewed on time in Bagmati costs Rs 5,000 tax and Rs 300 fee, Rs 5,300 at the office, plus about Rs 1,707 of third-party insurance: about Rs 7,007 in all.

  1. Renew the third-party insurance first. It is compulsory, and the office will not renew a bluebook without a valid policy. Buy it from any non-life insurer or its agent and keep the policy.
  2. Find your deadline. Look at the renewal date in your bluebook and your province's rule above; pay before the fine starts.
  3. Pay the tax and the renewal fee at a transport management office (यातायात व्यवस्था कार्यालय) in the province where the vehicle is registered, or online where your province takes it (below).
  4. Take the bluebook, the owner's citizenship certificate or ID, and the insurance policy. A vehicle in someone else's name needs the owner's authority.
  5. Keep the receipt. In Bagmati an online payment that shows in the vehicle registration system needs no stamp in the bluebook; elsewhere, have the bluebook stamped.

Relief on old fines in 2083/84

Every province has opened some relief this year, each with a last date. The calculator applies the reliefs in Koshi, Gandaki and Lumbini on its own when you pay before their dates; the others, mostly for striking off a vehicle that no longer runs, need a decision at the office. Example: a 160cc bike in Lumbini with last year unpaid, this year 20 days late, pays Rs 3,900 in fines, halved to Rs 1,950 before Chaitra end 2083 (13 Apr 2027): Rs 16,150 in all. AD dates in 2084 are provisional until that year's calendar is published.

  • Koshi, by Jestha end 2084 (15 Jun 2027): More than three years behind: pay by Jestha end 2084 and only the last three years' fines are charged; the fines on earlier years are waived, but their tax is still due.
  • Koshi, by Jestha end 2084 (15 Jun 2027): More than five years unpaid and you want the vehicle struck off: pay only 2083/84's tax by Jestha end 2084 and the rest, fines included, is waived.
  • Madhesh, by Mangsir end 2083 (15 Dec 2026): A vehicle no longer in use, unpaid up to 2082/83: pay the last three fiscal years' tax and renewal fee by Mangsir end 2083 and it is struck off the register.
  • Bagmati, by Poush end 2083 (14 Jan 2027): A two-wheeler that no longer exists or is unusable: pay this year's tax and renewal fee by Poush end 2083 and every fine up to 2082/83 is waived, and it is struck off.
  • Gandaki, by Baisakh end 2084 (14 May 2027): Behind on tax and renewal: pay by Baisakh end 2084 and the fines on earlier years' tax and renewal are waived, for the last time; 2083/84's own fine still applies.
  • Gandaki, by Baisakh end 2084 (14 May 2027): Long unpaid and you want the vehicle struck off: pay the tax and renewal fee from 2080/81 on, and the rest is waived.
  • Lumbini, by Chaitra end 2083 (13 Apr 2027): Behind on tax and renewal: pay by Chaitra end 2083 and half of all the fines on the tax are waived.
  • Karnali, by Jestha end 2084 (15 Jun 2027): A vehicle that no longer exists or is useless: pay the last three fiscal years' tax and renewal fee by Jestha end 2084 and every fine up to 2082/83 is waived, and it is struck off.
  • Sudurpashchim, by Chaitra end 2083 (13 Apr 2027): More than three years unpaid: pay the last two years' tax and renewal fee by Chaitra end 2083 and the earlier years are not charged. Whether that waives the earlier tax or only its fines is not clear in the act; ask the office.

Paying several years of vehicle tax at once

Six of the seven provinces take a share off the tax if you pay several years ahead in one go, with the insurance for the whole period. The calculator works out one year at a time; ask for the discount at the office.

  • Koshi: Up to 5 years at once (two-wheelers up to 10): 10% off the tax and the renewal fee.
  • Madhesh: 5 years at once: 10% off the tax.
  • Bagmati: No discount for paying several years at once is in the Finance Act 2083.
  • Gandaki: 2 years at once: 15% off the tax; 3 years: 20%; 5 years: 25%.
  • Lumbini: 3 years at once, with the renewal fee: 10% off the tax.
  • Karnali: 5 years at once: 20% off the tax.
  • Sudurpashchim: 5 years at once: 20% off the tax.

Third-party insurance for a bike or car

Third-party insurance (तेस्रो पक्ष बीमा) is compulsory for every vehicle and is paid to an insurer, not the province. Under the Nepal Insurance Authority's motor tariff, insurers' published premiums are about Rs 1,707 a year for a motorcycle up to 150cc, Rs 1,933 for 151–250cc and Rs 2,159 above; and Rs 7,356 for a car up to 1,000cc, Rs 8,487 for 1,001–1,600cc and Rs 10,747 above. These are estimates from a comparison site, a few rupees apart from older quotes.

The 2083/84 federal budget raised third-party cover to Rs 10 lakh, and a new premium tariff may follow, so confirm the premium with the insurer. The calculator shows insurance beside the total, not in it.

Paying vehicle tax online

Bagmati's Finance Act 2083 says a payment made through the transport ministry's online system that shows in the vehicle registration system (VRS), with a receipt in the owner's name, needs no renewal stamp in the bluebook (Schedule 2, item 14). Bagmati's system has been linked to the Nagarik App's Vehicle Tax service since 2021.

Koshi's Finance Act 2083 says tax paid on time through the revenue portal or online carries no fine on the tax even if the bluebook is not yet renewed; the renewal's own fine still applies (Schedule 2, item 22).

Some wallets offer bluebook renewal in some provinces. Whether your province's office takes payment online for your vehicle changes from year to year: check in the Nagarik App or ask your transport office.

Worked examples

  • 125cc scooter, Bagmati, on time: Rs 3,000 tax + Rs 300 renewal = Rs 3,300; insurance about Rs 1,707 more.
  • 1,500cc car, Koshi, on time: Rs 25,000 tax + Rs 400 renewal = Rs 25,400; insurance about Rs 8,487 more.
  • 150cc bike, Sudurpashchim, 40 days late: Rs 5,000 + 10% fine Rs 500 + Rs 300 renewal + Rs 300 late renewal = Rs 6,100.
  • 150cc bike, Bagmati, last year unpaid: two years' tax Rs 10,000 + last year's 32% fine Rs 1,600 (Bagmati's rule as others read its act) + Rs 600 renewal + Rs 300 late renewal = Rs 12,500.
  • 160cc bike, Lumbini, last year unpaid and 20 days late: Rs 13,000 tax + Rs 1,950 fines (half waived to 13 Apr 2027) + Rs 1,200 renewal and late renewal = Rs 16,150.

What the calculator leaves out

  • Hire, public, government and heavy vehicles. Taxis, buses, trucks, tractors, power tillers and hired bikes have their own lower or higher schedules in the same acts.
  • Old arrears at old rates. Each year behind is counted at the 2083/84 rate; an office's system may use that year's own rate.
  • Discounts for paying ahead. They are listed above but not applied: ask for them at the office.
