JPG to PDF: merge images into one PDF

To convert JPG to PDF, choose your images, put them in page order, pick A4 or image-sized pages, and download — each image becomes one page of a single PDF. If a form caps the file at 200 or 300 KB, set that limit and the images are compressed just enough to fit.

JPG, PNG or WebP · converted on your device, nothing uploaded

Online forms — Lok Sewa, university admissions, bank KYC, visa and passport portals — keep asking for a PDF when what you have is a phone photo of a certificate. This converter puts any number of photos into one PDF, in the order you choose, and can keep the file under the size the form allows. It runs entirely in your browser, so a citizenship or passport scan never leaves your device.

How to put several photos into one PDF

  • Choose or drop the images — JPG, PNG, WebP and most phone photos work.
  • Use the arrows to put them in page order: front of the citizenship first, then the back.
  • Pick A4 to print or upload as a document, or image size to keep each page the shape of its photo.
  • If the form has a limit, choose it under Keep the PDF under. Then download.

Getting a PDF under 100, 200 or 300 KB

A PDF of photos is almost all photo, so its size comes down to how the images are compressed. With a limit set, each image is re-saved at the highest JPEG quality that fits its share of the limit, and made smaller in pixels only if quality alone is not enough.

Under 300 KB is easy for two or three pages. Under 100 KB works for one or two pages and stays readable for printed text; for more pages than that, split them across two uploads if the form allows it. To shrink a single photo rather than a PDF, use the photo resizer; to go the other way, PDF to JPG.

Is it safe for citizenship and passport scans?

Yes — nothing is uploaded. The images are read, compressed and written into the PDF by your own browser; close the tab and nothing is kept anywhere. That is the main reason to prefer it over upload-based converters for identity documents.
