Quick answer
A police report — Nepal Police's police clearance certificate (प्रहरी चारित्रिक प्रमाणपत्र) — is applied for online at opcr.nepalpolice.gov.np. You make an account with your email, fill the form, and upload your passport, citizenship and a photo. If your details match no one on record it is ready in 2–3 days, as a PDF you download and print in colour; there is no hard copy. For a job or visa abroad, it is then attested online by the Department of Consular Services.
Almost every visa, labour permit and job abroad asks for one, and the official site explains very little. This is the process as Nepal Police and the Department of Consular Services describe it on their own pages: what the form asks for, how long it takes, what to do when it goes wrong, and the attestation step for use abroad. The portal itself is the authority when anything here differs.

Police report or जाहेरी? Two different papers
A police report, in the sense employers and embassies use, is the police clearance certificate — प्रहरी चारित्रिक प्रमाणपत्र — Nepal Police's statement that it holds no criminal record against your name. That is what this page is about.
A जाहेरी is a complaint you take to a police office when something has happened to you. If that is what you need, the जाहेरी दरखास्त tool writes it.
How to apply for a police report online, step by step
- 1Open opcr.nepalpolice.gov.np, Nepal Police's Online Police Clearance Registration System, and register with your email address. The temporary password (OTP) comes to that email. Type your name exactly as in your passport when you register: the report prints the name from your account.
- 2Log in and fill the application: your personal details, a mobile number and a relative's contact number, your address as it appears in your passport and as it appears in your citizenship.
- 3Upload your documents — the list for your case is in the next section: passport, citizenship front and back, a recent colour passport-size photo, and your marriage registration if you are married.
- 4Upload a photo of a sensible size. Nepal Police's FAQ says the common "server could not generate response data" error comes from uploading a photo that is too large. Our photo resizer brings one down to the size you need, on your own device.
- 5Submit and keep your application ID. You need it to follow up.
- 6Wait 2–3 days. If your details match no one on record, the report is ready within 2–3 days of applying, public holidays excluded.
- 7Log in again and download the report as a PDF, and print it in colour. Nepal Police does not give a hard copy.
Documents for a police report
Nepal Police's list, from its information page for the police clearance report. One copy of each, scanned for upload.
- Departure date not clear in your passport? Apply to the Department of Immigration at Kalikasthan, Dillibazar, for a letter giving your departure date, quoting the passport you travelled on, and upload that letter as the departure document.
- Left Nepal from an airport other than Kathmandu — Delhi, for example? Get a recommendation from your ward saying when you left, and upload it under additional documents.
| Document | Applying from Nepal | Applying from abroad |
|---|---|---|
| Passport | A copy | Pages 2, 3 and 31, and the page with your last Nepal Immigration departure stamp |
| Citizenship certificate | A copy | A copy |
| Marriage registration certificate | If you are married | If you are married |
| Recent colour passport-size photo | One | One |
How many days does a police report take?
2–3 days from the day you apply, not counting public holidays, when your details match no one on record. That is Nepal Police's own figure.
If the application shows "hold", your details have matched a suspect's. Nepal Police asks you to go to the conduct section (चालचलन शाखा) at Police Headquarters with a copy of your citizenship and your application ID. If you cannot go yourself — because you are abroad, for example — a relative can go for you.
Police report attestation for use abroad
A visa or labour permit usually needs the police report attested by the Department of Consular Services, Ministry of Foreign Affairs. This is done online too, at att.nepalconsular.gov.np, once the police report is issued.
- 1Enter the dispatch number printed on your police report, and your date of birth.
- 2Check the details it shows from your passport and citizenship, and enter your mobile number.
- 3Note the reference number, EBP number and amount it gives you. The amount is the government revenue for the attestation; Ekantipur reported it as Rs 500 a report when the online service started in 2080.
- 4Pay through ConnectIPS, Khalti or eSewa, or at any Global IME Bank branch, and wait for the message "Payment Verified and Your application is submitted successfully". A payment can take 2–3 minutes to show.
- 5Download the attested report after one working day with Download Attested PCC, and print it in colour. If the details do not match, you get an SMS saying it was rejected.
Mistakes, and how Nepal Police says to fix them
- A wrong name on the report. The name comes from your OPCR account. Make a new account with a different email and apply again.
- A mistake once the report is issued. You cannot fill another form for 90 days after a report is dispatched. Corrections are taken every Saturday from 10 am to 5 pm: apply again then with the details corrected.
- Applied through the Nagarik App and the details are wrong. The report takes them from the app. Correct them at your District Administration Office and apply again, or apply on opcr.nepalpolice.gov.np instead.
- The report will not download. Usually the browser: try another one, or a private (incognito) window.
- The OTP never arrived. Use Forget Password with your registered email.
- No reference number for attestation. That number is the Department of Consular Services', not Nepal Police's. Contact the department.
How long is a police report valid?
Nepal Police's pages give no validity period, and the report does not carry one. The country, embassy or employer that asks for it decides how recent it must be. Check their requirement before you apply, so the report is still recent enough on the day your file is submitted.
Contacting Nepal Police about a police report
Nepal Police gives these for police clearance questions: email chalchalan@nepalpolice.gov.np or opcr@nepalpolice.gov.np, phone 01-5719865 or 9851285920, Sunday to Thursday 10 am–5 pm and Friday 10 am–3 pm.
Going abroad for work? The police report is one step of several: see the passport and labour permit (shram swikriti) guides, and for Korea the EPS-TOPIK page. A Gulf CV or Europass CV is free to make here.
