A no objection certificate — NOC, अनापत्ति प्रमाणपत्र or अनापत्ति पत्र in Nepali — is a letter in which an organisation says it has no objection to something one of its people wants to do: travel abroad, study, take another job, attend a training. In Nepal the word covers two different documents. One is the employer's letter this page makes. The other is the student NOC the Ministry of Education issues to anyone going abroad to study, which only the Ministry can give. Both are explained below.
NOC meaning — अनापत्ति प्रमाणपत्र
अनापत्ति means "no objection". An NOC is the organisation putting in writing that it knows what the person intends to do and does not stand in the way. It is not a recommendation and not an experience letter — it states one permission, for one purpose, usually with dates.
The employer's NOC is written by the person's office, school or company, on its letterhead, and signed by someone with authority to grant leave. It is what an embassy reads to judge whether a visitor will come back to a job.
The student NOC is issued by the Ministry of Education, Science and Technology to students going abroad to study. It is government paperwork, applied for online, and no employer or tool can produce it — see the section on it below.
Who asks for an employer's NOC, and what they check
Embassies, for visitor and family visas. They want to see that the applicant has a job they are expected back at: the position, how long they have held it, the approved leave dates, and ideally the salary. A line that the post will be held until they return is the sentence that matters most.
Universities and colleges, for part-time or further study while employed, especially for government and bank staff whose terms require permission.
A second employer, or a training abroad — the current employer confirming it does not object to the arrangement.
Banks and offices occasionally, alongside a salary certificate, when a loan or an application depends on employment.
NOC format — what it must contain
The organisation's letterhead, a reference number and the date. An NOC on plain paper is a note, not a permission.
The employee's full name as on their passport, citizenship number where the authority asks for it, designation, department and date of joining.
The no-objection sentence itself, specific: what the person is permitted to do, where, and between which dates. "Has no objection to their travel to Australia on a visitor visa from 2082-07-15 to 2082-08-05" — not "has no objection".
Approved leave and the post held for a visa: the leave dates, and that the position will be held for them until they return.
Salary, when an embassy or bank will want it — monthly gross, and in words.
Who it is for: "issued for submission to the Embassy of Australia", or for official purposes.
Signature of someone who can grant leave — HR head, managing director, principal — with name, designation printed below, and the stamp.
Student NOC from the Ministry of Education
If you are going abroad to study, the NOC you need is the Ministry of Education, Science and Technology's, not an employer's. It is applied for online at noc.moest.gov.np, with your offer letter from the foreign institution, citizenship and academic documents; the fee is paid online too. Check the current requirements on that portal before applying.
This page cannot make that certificate, and nobody but the Ministry can. If you are also employed, your office may still need to give you an employer's NOC or a leave letter — that one you can make here.
The mistakes that get one refused
No purpose and no dates. "We have no objection" with nothing after it tells an embassy nothing. Say what, where and when.
Leave dates that disagree with the visa form. The officer reads them side by side. One letter, one set of dates, matching the travel plan exactly.
Signed by the wrong person. A colleague or line supervisor cannot grant leave. The signatory should be someone an embassy could call to confirm it.
Missing the return sentence on a visitor visa NOC. "Their position will be held for them until they return" is the line that answers the question the officer is actually asking.
