A निवेदन is the most-written document in Nepal and the one people are least sure how to begin. Almost every सिफारिस starts with one, and offices are far more particular about its shape than about its prose.

The shape an office expects

Every निवेदन has the same skeleton, whatever it is asking for: who it is addressed to, a subject line beginning विषय, who you are, what you want, and what you have attached. An application that wanders is one that gets handed back with a correction rather than an answer.

The wording of the first sentence is the part people stall on. Pick your purpose here and it is written for you — then edit it, because your case will have specifics no template can guess.

Who to address it to

For a ward office it is श्रीमान् वडा अध्यक्ष ज्यू. For a municipality it is usually श्रीमान् प्रमुख प्रशासकीय अधिकृत ज्यू. Getting this wrong is the most common reason a निवेदन comes back, and it costs nothing to check at the counter before you print.

Attachments are half the job

Most applications are refused for a missing photocopy rather than for anything written on the page. List what you are attaching at the foot so the person at the counter can tick it off, and take the originals as well as the copies.

A citizenship photocopy and a recent photograph are the usual minimum. Ask your ward what else your particular request needs — requirements differ between municipalities and change more often than you would expect.

Nepali or English

A निवेदन to a Nepali office should be in Nepali, and this defaults to that. English is there for the occasions when a copy has to go to an embassy, a bank or an employer abroad — the structure stays identical either way.
