People arrive at a police office knowing exactly what happened and not knowing what the paper is supposed to look like. A complaint that wanders, or that leaves out the date and the place, is a complaint that gets handed back across the counter.

The shape a जाहेरी is expected to take

Who you are. Full name, permanent address, citizenship number and a phone number. The office has to be able to reach you.

Who you are complaining about. Name and address if you know them. If you do not, say so plainly and describe whatever you do know — an unknown accused is normal and does not stop a complaint.

Exactly when and where. Date, time and place. Vagueness here is the single most common weakness.

What happened, in order. Plainly, without argument or accusation beyond the facts. What you saw, what you found, what you did.

What you can show. Photographs, documents, CCTV, receipts, a list of witnesses with phone numbers.

What you are asking for. That the complaint be registered, the matter investigated, and action taken under the prevailing law.

Practical points

A complaint is registered in person at the police office, not by post or email. Print two copies, sign both, and ask for one back with the office's acknowledgement on it.

Take your citizenship certificate and copies of anything you are relying on.

Write what you know, not what you suspect. A complaint that overstates is easier to dismiss than one that understates.

Some matters have time limits, and some must go to a different authority — a court, a ward office, or a specific commission. If you are unsure, ask at the office or speak to a lawyer.

Common questions

Can I file a जाहेरी online?

This produces the written complaint in the expected structure, which you then print, sign and submit at the police office in person. Registration happens there.

What if I do not know who did it?

That is common and does not prevent a complaint. Leave the name blank and describe whatever is identifying — appearance, a vehicle, a number, a direction of travel.

Should I write it in Nepali?

Nepali is what most offices work in, and every field accepts it and renders correctly in the PDF. Write in whichever language you can be precise in.

Is this legal advice?
