How the permit is issued
- Only through a trekking agency on the Department of Immigration's list, which applies online through Nepali Port with your passport and visa, insurance documents for you and your guide and porters, and the itinerary on its letterhead.
- A licensed guide is required. Since about 22 March 2026 a single trekker can get the permit — still with a guide, and one guide leads at most seven trekkers.
- MCAP and ACAP are bought separately, online from NTNC or at its counters; MCAP is checked at Jagat.
Who needs it
- The restricted area is Chumnubri Rural Municipality wards 1–4, roughly Jagat to Bimthang; the permit counts the days you spend inside it.
- Trekking Tsum Valley as well needs Tsum's own restricted-area permit: USD 40 for the first week then USD 7 a day in September–November, USD 30 then USD 7 the rest of the year.
Cost of the whole trek, by nationality: Manaslu Circuit.
What changed, and when
- Sep 2024Chumnubri Rural Municipality announces Rs 1,000 (foreign) / Rs 200 (domestic) at Jagat; whether it is still collected is unconfirmed.
- ~22 Mar 2026Single trekkers get restricted-area permits, with a licensed guide.
- 11–25 Oct 2026Floods on the Budhi Gandaki: the trail reopened from Jagat on 16 October; vehicles reach Khorlabesi.
What the sources disagree on
- Whether a TIMS card is also needed: NTB lists the route, but its 2023 guidelines, as reported, exempt restricted-area permit holders.
- How part-weeks and the season are counted when a trek crosses 30 November or 1 September.
Common questions
How much is the Manaslu permit for Indians?
The same restricted-area permit as any foreigner — USD 100 for the first week in autumn — plus MCAP and ACAP at the SAARC rate, Rs 1,000 each.
Do Nepali citizens need a Manaslu permit?
No restricted-area permit: the Department of Immigration issues it to foreign tourists only. Nepalis pay Rs 100 for MCAP and Rs 100 for ACAP, and Chumnubri's Rs 200 if it is collected.
Why is Manaslu a restricted area?
It is on the Department of Immigration's list of restricted areas, along the border with Tibet. In those areas foreigners may trek only through a registered agency, with a licensed guide and a restricted-area permit.
